Budget Process Breakdown: “Regular Order” v. Reality
Executive Summary
Congress is expected to adhere to the federal budget process established through the Congressional Budget Act of 1974. In reality, the President and Congress have consistently failed over the years to follow “regular order” lawmaking and resort to alternative processes to fund the government.
